Core

 About CORE...

The "core" consists of the policies, procedures, principles, processes and approaches that ensure the consistency in program quality achievable in CARE. As such they represent the minimum threshold of what a CARE program person should know about how CARE programs are designed, implemented, monitored and evaluated and, as a result, constitute a minimum ‘accountability’ threshold vis-à-vis our constituencies and stakeholders.

Thus, they are a transparent set of performance standards against which program staff hold themselves accountable and are accountable to others. A document that qualifies for "core' must:

  1. Directly contribute to building standards of quality in CARE's programming,
  2. Be fundamental to improving sustainable impact,
  3. Represent required policies, procedures, principles, processes, and approaches in both sectoral and inter-sectoral/crosscutting arenas
  4. Have relevance to current-day programming
  5. Not contradict CI policy, standards, or principles
  6. Be based on ground truthing and testing in the field
  7. Contain explicit guidance on implementation, and
  8. Point users to places where they can get more advice, information, or skills
